Builder confidence in the market for newly built single-family homes fell three points to 29 in October, according to the NAHB/Wells Fargo Housing Market Index released this morning. That’s the lowest reading since June 2012 — and it has direct implications for anyone buying or selling in Los Angeles right now.

Here’s the number that matters most: 43% of builders cut prices in October, the highest share in the 2020–2026 period. The average cut held at 6% for the seventh consecutive month. And 65% of builders are using sales incentives — the 19th straight month at least 60% have done so.

The numbers behind the headline

The index has three components, and all three fell in October:

  • Current sales conditions: 33 (down 2)
  • Future sales expectations: 32 (down 5)
  • Buyer traffic: 18 (down 5) — the lowest since April 2012, excluding the pandemic’s onset

Any reading below 50 means more builders view conditions as poor than good. At 29, we’re deep in pessimistic territory.

Regionally, the West — our market — posted the weakest score of all four regions at 26 (three-month moving average), down two points. The Midwest was the relative bright spot at 40; the South sat at 30 and the Northeast at 38.

“Mortgage rates have climbed well above 7% in recent weeks, and higher gas prices and inflation have further weakened buyer traffic across much of the country,” said NAHB Chairman Bill Owens. NAHB Chief Economist Robert Dietz added that “higher mortgage rates, elevated construction costs and weaker consumer confidence are keeping more buyers on the sidelines.”

What this means for LA buyers

This is a leverage report. When 43% of builders are cutting prices and two-thirds are offering incentives, buyers hold the cards — and that dynamic spills over into the resale market too. Sellers of existing homes now compete not just with each other, but with new construction offering rate buydowns, closing-cost help, and upgrades.

If you’ve been waiting for the right moment to buy in the San Fernando Valley or greater LA, this is the environment where negotiation works: price reductions, seller credits, and buydowns are all on the table. The key is knowing what to ask for and how to structure the offer — which is exactly what a good buyer’s agent does.

What this means for LA sellers

For sellers, the message is equally clear: realistic pricing wins. With builders discounting and buyer traffic at multi-decade lows, overpriced listings sit — and in this market, sitting costs you more than pricing right from day one. The sellers who are moving homes right now are the ones pricing to the market, presenting well, and offering the terms buyers need (credits, buydowns, flexibility).

The bottom line

Builder sentiment at a 14-year low isn’t a crash signal — it’s a negotiation signal. Buyers have more power than they’ve had in years, and sellers who price realistically and market aggressively are still getting deals done. The question isn’t whether the market works right now; it’s whether your strategy matches it.
